This photo was taken of a farm on the shores of Devils Lake, North Dakota.  This is a flood that doesn’t go away, and has just kept getting worse for the last 16 years.  The lake has risen 25+ feet in a very flat area which has caused the lake to more than quadruple in surface area. The price tag to local and federal tax payers is more than 1 billion dollars to date (dikes and roads).  There is a simple, cheap outlet solution s that is finally being considered, but it is coming too late for several towns and hundreds of farms.
